I have some more pictures from May 20. Took them from my phone, so they're not the best, but it'll have to do.

This is the best view of one of these casings. It is a steel tube with rebar in it. Certainly meant for concrete pouring, but whether it's a footer or not, I guess that's up for debate. It seems pretty logical that it would be a footer though.
This is a picture of another casing, but this one is clearly different.
Here is the walkway. You can see the blue tarp is lining the fence, and a new wood fence further down. There are a few spots open where you can see to the creek (obviously since I have some pictures). The wood fence is where there were those short steel bike rack fences and sandbags. I'm guessing they put these up as a more long term measure.

I think the triangular one is a footer. If you look at the layout there is a triangular footer in approximately that location.

I agree with you. I couldn't spatially reference the steel one enough to go out on a limb and say so.
